core: introduce new Restart=on-abnormal setting
Restart=on-abnormal is similar to Restart=on-failure, but avoids
restarts on unclean exit codes (but still doing restarts on all
obviously unclean exits, such as timeouts, signals, coredumps, watchdog
timeouts).
