test-ndisc-ra: Add Router Advertisement test cases
Add tests for prefix creation, router variable setting and finally
verify that a Router Advertisement is properly formatted when sending.
Also check that there is a Router Advertisment with zero lifetime
when Router Advertisement sending is stopped.
