- fix: remove rpmfi scareMem so that headers can be reloaded on ia64.

- fix: set DB_PRIVATE, not DB_ENV_PRIVATE, if unshared posix mutexes.
- remove useless kernel/glibc dependencies (#79872).
- add matching "config(N) = EVR"  dependencies iff %%config is found.
