touchscreen: add touchscreen hal interfacesubmit/tizen/20151210.084448accepted/tizen/wearable/20151210.230554accepted/tizen/tv/20151210.230536accepted/tizen/mobile/20151210.230516

- If a target has touchscreen, the touchscreen
  can be enabled or disable by some scenarios.
  Thus the hal interface for touchscreen is
  added.
