lib/stubs.c: Add portability routines to rpmlib for portable shared rpmlib.
lib/rpmio.c: Internalize single use of inet_aton().
lib/rpmio.h: Include libio.h retrofit here rather than in system.h.
configure.in: Remove regex/glob tests.
