Enable kvm emulated watchdog
Enable the KVM emulated watchdog if KVM supports (use the capability enablement in watchdog handler). Also watchdog exit (KVM_EXIT_WATCHDOG) handling is added. Watchdog state machine is cleared whenever VM state changes to running.
