Split block API from vl.h.
Remove QEMU_TOOL. Replace with QEMU_IMG and NEED_CPU_H. Avoid linking qemu-img against whole system emulatior. git-svn-id: svn://svn.savannah.nongnu.org/qemu/trunk@3578 c046a42c-6fe2-441c-8c8c-71466251a162
