Fix weston startup with systemd 212
- %h placeholder *MUST NOT* be used in systemd(system) service files, starting from upstream commit 2cfbd749
- SMACK="<label>" *MUST* be changed to SECLABEL{smack}="<label>" in /etc/udev/rules.d/*
