ASoC: rt5659: fix duplicate‘const’ declaration warnings
Fix duplicate const’ declaration specifier warnings in gcc 7.
Note: macros, SOC_VALUE_ENUM_SINGLE_DECL(), SOC_ENUM_SINGLE_DECL()
already have const specifier.
