Implement -Wimplicit-fallthrough.
With fixes for tizen linaro-gcc by Dmitriy Gonzha.
Not fully implement implicit-fallthrough. Some tests are fail.
Because of possible errors turned off from -Wextra and renamed to
"-Wimplicit-fallthrough-disabled".
Required for -fsanitize-address-use-after-scope
