libfdt: migrate fdt_ro.c to a wrapper of scripts/dtc/libfdt/fdt_ro.c
There is no essential difference between scripts/dtc/libfdt/fdt_ro.c
and lib/libfdt/fdt_ro.c
Migrate to a simple wrapper like the other files.
