There's no need to have an architecture version of scatterlist.h if the
only thing the file does is include asm-generic/scatterlist.h. Switch to
the asm-generic versions directly.

The arch_mutex_cpu_relax() function, introduced by 34b133f, is
hacky and ugly. It was added a few years ago to address the fact
that common cpu_relax() calls include yielding on s390, and thus
impact the optimistic spinning functionality of mutexes. Nowadays
we use this function well beyond mutexes: rwsem, qrwlock, mcs and
lockref. Since the macro that defines the call is in the mutex header,
any users must include mutex.h and the naming is misleading as well.
This patch (i) renames the call to cpu_relax_lowlatency ("relax, but
only if you can do it with very low latency") and (ii) defines it in
each arch's asm/processor.h local header, just like for regular cpu_relax
functions. On all archs, except s390, cpu_relax_lowlatency is simply cpu_relax,
and thus we can take it out of mutex.h. While this can seem redundant,
I believe it is a good choice as it allows us to move out arch specific
logic from generic locking primitives and enables future(?) archs to
transparently define it, similarly to System Z.

sys_sgetmask and sys_ssetmask are obsolete system calls no longer
supported in libc.
This patch replaces architecture related __ARCH_WANT_SYS_SGETMAX by expert
mode configuration.That option is enabled by default for those
architectures.

PCI_DRAM_OFFSET/pci_dram_offset is 0 all the time and there
is no difference for PCI and !PCI cases.
Also remove the whole code which setup archdata.dma_data
which is completely unused.

pcibios_penalize_isa_irq() is only implemented by x86 now, and legacy ISA
is not used by some architectures. Make pcibios_penalize_isa_irq() a
__weak function to simplify the code. This removes the need for new
platforms to add stub implementations of pcibios_penalize_isa_irq().

Many architectures have a stub cputime.h that only include the default
cputime.h
Lets remove the useless headers, we only need to mention that we want

microblaze:allmodconfig complains for some configurations that 'heartbeat'
is redefined as different kind of symbol. This is seen in test compiles
of watchdog drivers, which often use 'heartbeat' as ststic variable.
Since 'heartbeat' is an unfortunate name for a global function,
rename it to microblaze_heartbeat. Also rename the setup function
to microblaze_setup_heartbeat.

More and more ARM specific drivers is using MMIO
readX/writeX_relaxed IO functions and Microblaze can
shared some drivers with ARM too.
This patch adds relaxed IO accessor macros
to prevent compilation failures.

We're going to be adding a few new barrier primitives, and in order to
avoid endless duplication make more agressive use of
asm-generic/barrier.h.
Change the asm-generic/barrier.h such that it allows partial barrier
definitions and fills out the rest with defaults.
There are a few architectures (m32r, m68k) that could probably
do away with their barrier.h file entirely but are kept for now due to
their unconventional nop() implementation.

The Microblaze PCI code copied the PowerPC irq handling, but powerpc
needs to handle broken device trees that are not present on Microblaze.
This patch removes the powerpc special case and replaces it with a
direct of_irq_parse_and_map_pci() call.

HAVE_ARCH_DEVTREE_FIXUPS appears to always be needed except for sparc,
but it is only used for /proc/device-teee and sparc does not enable
/proc/device-tree. So this option is redundant. Remove the option and
always enable it. This has the side effect of fixing /proc/device-tree
on arches such as arm64 which failed to define this option.

While powerpc is a mess of implicit includes by prom.h, microblaze just
copied this and is easily fixed. Add the necessary explicit includes and
remove unnecessary includes and other parts from prom.h
